Terrorism Un-Islamic.

source

New Delhi - The Darul-Uloom Deoband in India, considered the most influential school for Islamic law in Asia, Monday denounced terrorism as against the teachings of Islam at a conference of clerics from India and abroad, news reports and officials said. The head of the powerful seminary, Maulana Marghoobur Rahman, said terrorism was completely wrong and thoughtless and contradicted Islam's concept of peace, the NDTV network reported.
It was quoting from his address to 10,000 participants from religious schools - known as madrassas - and foreign delegates.
Speaking at the institution, some 150 kilometres north of New Delhi, Rahman also criticized the Indian government, saying that policing of madrassas and students was unjustified and went against the secular character of the country.
Although the conference did not see a fatwa being issued against terrorism, as news reports earlier indicated, observers said it was significant that Muslim groups adopted a declaration calling terrorism "un-Islamic" at the conclave.
"Islam is a religion of mercy for all humanity. Islam sternly condemns all kinds of oppression, violence and terrorism. It has regarded oppression, mischief, rioting and murder among severest sins and crimes," the declaration stated.
"Islam prohibits killing of innocent people," said the document adopted by the 10,000 participants.
Although the declaration would not be as binding as a fatwa, it was an important one - a "strong signal" against terrorism from an institution that has been blamed for inspiring conservative and radical Islamic movements.
The Deoband school was established in the late 19th century and has adherents from Afghanistan and Pakistan to the whole of South- East Asia. The Taliban have often claimed adherence to the Deoband seminary, which has been strongly denied by the scholars there.
The declaration at Deoband also criticized attempts to link Muslims and madrassas with terrorist acts. It noted with concern the present situation across the world in which a majority of a nations were adopting an adverse attitude towards Muslims.
"The disease (terrorism) has been diagnosed in a wrong way. Whenever any incident of terrorism happens, there is an effort to link it to Muslims or those studying in madrassas," Deoband spokesman Adil Siddique told reporters.
"This is totally wrong. I must emphasize that the real disease must be diagnosed, then only is the cure possible," Siddique said.

Somen: Naxal or innocent?

Joydeep Sen Gupta
Tuesday, February 26, 2008 (Khardah, West Bengal)
The Maoist leader, Somen, arrested by the West Bengal police on Saturday, is now in jail. He has been charged with sedition. But back at his home in Khardah in Kolkata's suburbs, his wife and his mother refuse to believe he was waging a war against the state. As far as they know, Somen, whose real name is Himadri Sen Roy, was doing a sales job and traveling all the time. The last time he visited home was 1993, after the birth of his son. Two women, bound by a common fate, seeking comfort in each other's company -- mother Bina Pani who brought up her son Somen in great adversity and wife Shikha, who is now rearing their only son in equally impoverished circumstances. ''The allegations that have been leveled against him are completely baseless. I want to let the common people know that he is not an anti-national but a patriot,'' said Shikha Sen Roy, Somen's wife.''I seek an immediate release of my son. I had lost my other son long ago. He was only 10 years old,'' said Binapani Sen Roy, Somen's mother. The police believe Somen, who was arrested near Barasat on Saturday, is the secretary of Communist Party of India-Maoist (CPI-M) Bengal wing, the brain behind the recent killings of CPI-M leaders in Purulia, Bankura and West Midnapore districts and an expert in handling Improvised Explosive Devices (IEDs). But Somen's childhood friends fondly remember him as an intelligent boy, baptized in Naxalite politics in the late sixties. ''He always wanted to work for the poor and ordinary people. He was always engaged in this kind of political activities.,'' said Swapan Saha, Councillor, Khardah municipality.Somen is languishing in jail for his innate belief in socio-economic equality for the downtrodden. His family members are now worried that he doesn't meet Dr Binayak Sen's fate for his political conviction

I began revolution with 82 men.

source
New Delhi: Cuban President and Commander-in-chief Fidel Castro has resigned.
“I began revolution with 82 men. If I had to do it again, I had to do it with 10 or 15 and absolute faith. It does not matter how small you are if you have faith and plan of action,” says Castro.
Fidel Elahandro Castro had both and a third attribute and perseverance.
On January 6, 1959, Castro walked into Havana, the Cuban capital unopposed. Hundreds had assembled there to hear him speak. It was the beginning of a long inning.
Two years later, Castro declared himself to be a Marxist/Lennonist.
The Soviet Union soon started deploying nuclear missiles on Cuban soil. This brought the world to the brink of a Nuclear War.
The crisis ended only after Soviet leader Nikita Cruz Chev agreed to withdraw the missiles.
By now his belligerently anti US stunts made him the number one enemy of the USA. The hate was mutual.
According to the Cuban government, the CIA has tried to assassinate Castro, no less than 600 times.
With the loss of Castro's old trading partners and the continued US trade embargo, the Cuban economy went into a steep decline.
Cuba under Castro's rule however, has made many impressive strides.
The country has 98 per cent literacy. In the last few years, Castro's health had become an issue.
In 2001, Castro fell ill during the two-hour nationally broadcast speech. Shortly after the incident, Castro appointed his brother Raoul as his successor.
History might ask the question if he overstayed in power. But all said Castro will be remembered forever for his struggle against the capitalist US and as some might say, his long speeches and cigars.

Top Maoist leader, cadre arrested

Will India remain as a single nation?

The above question may look haphazard. But if people's -more particularly politicians mind works in a same way as of now then my fear may come true.
Modi fought Gujrat elections with 'Gujrat asmita' as his trump card. Now Raj thackera is speaking about ' Marathi Manoos'. There is conflict between different states from long ago but nowadays turns to violent outbursts. Increased coverage from 24 hours news channel has added to these outbursts. Even a single incidence has been repeated so many times in news channels which gives an impression that the city is in turmoil when actually it is not.
Education should have increased the patience, morality of people. But the type of education we are recieving is a way just to earn our livelihood and nothing else. Theoritically increased education levels should decrease the violent outbursts and crime rates. Since the education has become competitive like a horse race people are losing patience. The stress, influence from media, unsettled life, frustration all adds up and is ending in crime. It may be school shootout in India / campus shootouts in USA - they are not signs of healthy society.
Is this the development pattern we need? If the tolerance level of people decreases at the present rate then India may divide once again in the near future.

POLITICIANS ARE SAME!!

PM Manmohan Singh's visit to Arunachal pradesh has concerned China!!!! Our Pm's visit to Arunachalpradesh should concern Indians because after a long gap Indian PM has visited that state.
China speaks about AP, Pakistan about Kashmir [ though we call Kashmir as ours part of it is called as POK- Pakistan occupied Kashmir] , they don't want a solution even Indian politicians don't want to solve it - the state centiments are used for elections. More than these America never wants these issues to get solved , it it solves who will purchase their weapons.!!

China Vs India, SEZs Comparison and Review

-> SEZ's in China.
The Chinese started their liberalization and industrialization with the formation of SEZs in late 70s and early 80s. Unlike India, where SEZ is being incorporated 15 years after the start of liberalization process.China had a Master Plan and an economic framework on how to build and proceed with SEZs, most probably inspired by the success of Asian Trading Hub, Hong Kong. The Dragons started building massive cities for manufacturing and industrialization under their SEZ framework. Dragons also rolled out red carpet for foreign companies to build and operate from these SEZs. If you look at the Map on your left, China has only 5 SEZs, India has approved 200 and still counting. All the Chinese SEZs are located along the coast line. Indian SEZs are mostly concentrated near major cities and more than half are being developed by Real Estate Companies in order to make a quick buck by grabbing land at cheap prices under SEZ land acquisition act which is a scam in itself. KPMG India, Tax Head, Sudhir Kapadia said, "They(Chinese SEZs) are close to ports and trade nations like Hong Kong, Macau and Taiwan. A lot of thought has gone into the location of these SEZs. "Dragon SEZ blueprint says, Size Matters for SEZ. Shenzhen is the largest SEZ in China and is spread over 493 Sq Kms.(49,300 hectares). While the largest SEZ in India, Reliance - Navi Mumbai and Maha Mumbai SEZ, is mere 14,000 hectares. Exports from Shenzen SEZ reached $100 Billion in 2005. Total Chinese exports for 2005 was around $700 Billion which implies Shenzen contributed 15% of Chinese exports.Chinese SEZ initiative is government driven, Indian SEZs are driven by private sector.

Interview with Comrade Sonu

source
From an undisclosed location in Chhattisgarh: The Communist Party of India (Maoist) and its People's Liberation Guerilla Army are gearing up to meet the strongest possible offensive from the Indian state in Chhattisgarh.
In an exclusive interview to CNN-IBN, a key member of the Maoist organisation has accepted that the Maoists are being cornered and survival is now an issue as security forces are mounting a strong pressure on them.
The Maoists, however, claim they are preparing for a long-drawn battle against the security forces. They call it teer khale jung
It was an interview organized by the Maoists to send out a message to the Prime Minister and the state. And it took a 10-day trek to reach the Maoist heartland.
Walking with an armed escort, this correspondent managed to meet Comrade Sonu, the Number Two in the politburo of Communist Party of India (Maoist) after Ganpathi.
First, Comrade Sonu admitted to the presence of Naxals in Nandigram.
"Yes, we are in Nandigram, we have worked there. But the people themselves are fighting there. We have just joined them to fight the CPI-M goons," Comrade Sonu reveals.
Explaining his party's opposition to SEZs, Comrade Sonu says: "There are 432 SEZs all over India. The Central and State governments are giving our land to multinationals. Many laws are being changed. So the people are opposing it. We are also opposing it."
Asked about the wrong tactics adopted by his party in Andhra Pradesh, he says: "Actually we have had setbacks in Andhra Pradesh. We adopted some wrong tactics in the state, so we are very weak over there right now."
The CPI (Maoist) politburo member admitted some of his key comrades are now behind bars. "Many of our comrades are in jail. On December 17, Kerela Central Committee member Comrade Satena was arrested. Central Committee member Comrade Vijay has been arrested. Comrade Sanyal is also in jail. This is normal in any revolution. But certain arrests have happened because of our weaknesses," he says.
Asked to comment on the Salwa Judum movement, Comrade Sonu said his party will defeat the Salwa Judum. "Because it is a threat to the tribals. It is the duty of the people to defeat it. It is a fascist organisation. It must be defeated."
Narrating his party's war tactics against the Indian state, the CPI (Maoist) leader said his men have adopted guerrilla tactics to fight the Indian state. "The Indian Prime Minister says Naxalites are the main threat to internal security. We know the state is at us. So we have adopted guerrilla tactics. With the common man, we will defeat the state. We will die for the people, we will work for the people, we are the servants of the people."

14 people, including 13 policemen, killed in naxal attack

Nayagarh (Orissa) (PTI): Striking in a big way for the first time in coastal Orissa, Naxalites killed 14 people, including 13 policemen, besides injuring 10 others and looting the district armoury here after virtually laying siege to the town, police said on Saturday.
In a daring and meticulously planned attack late on Fridaynight, the ultras targetted a police training school, armoury and a police station in Nayagarh and another police station at Daspalla, the police said.
A huge cache of arms and ammunition was taken away in a truck and a bus they had hijacked, the police said.
A group of nearly 100 naxals, including women cadre, with bombs and firearms carried out the attack killing 13 police personnel, including two women, and a civilian besides causing injuries to about nine persons, Nayagarh Superintendent of Police Rajesh Kumar said.
While 10 police personnel were killed at the PTS, armoury and Nayagarh police station, a civilian caught in crossfire died at Daspalla, he said.

One injured policemen succumbed to his wounds today.
Five of the injured were sent to SCB medical college hospital at Cuttack and the rest admitted to hospitals here and at Daspalla, the police said.
Chief Minister Naveen Patnaik visited the armoury and the police training school at Nayagarh.
Landmines laid by the naxalites at Majuriapali near here also caused injuries to one person, the police said.
The attack, the first of its kind in coastal Orissa at a place around 120 km from the state capital, was launched around 11 pm and continued up to past mignight, they said.
The district armoury and PTS were virtually emptied by the Maoists, the police said.
Police personnel in strength have been deployed in the district and its borders sealed, while efforts were on to trace the ultras who were believed to have left in two separate directions, the police said.
Though Nayagarh district had been unaffected by the naxal menace, the ultras are active in neighbouring Gajapati and parts of Kandhamal district.
Nayagarh happens to be the home town of prominent maoist leader Sabysachi Panda.
In a similar attack in 2005 at the district headquarter town of Koraput, naxalites had looted a large quantity of arms and ammunition from the police armoury.
Before launching the attack, the ultras which included women cadres, asked the people to stay indoors, making it clear that their intention was to carry away arms and ammunition, local residents said.

Plea to de-notify SEZs in Goa

Source
PANAJI: The Goa’s Movement Against SEZ (GMAS), the organisation that recently spearheaded an agitation against Special Economic Zone projects, on Wednesday expressed serious concern over the “delay” in de-notifying the three notified SEZs in Goa.
Following prolonged public agitation, the State Government had decided to scrap all the SEZ projects in the State, including three that have already been notified.
GMAS convener Mathany Saldanha has reiterated the demand that the Government should not acquire any land from private individuals or communidades (age-old land communes) except for the purpose of infrastructure projects and that too for the benefit of Goa. “The Government must stop the practice of acquiring land to be given to private parties for private use either by sale, by lease, contract or otherwise,” he said.
He warned against allowing new SEZs in the name of Special Development Zones, Special Tourist Zones or Special Fishing Zones

Jharkhand: 7 Naxals killed in encounter

Source
Seven Naxalites, including an accused in the killing of Jharkhand Mukti Morcha Member of Parliament Sunil Mahto, were killed in an overnight encounter with security forces at Phuljore in east Singhbhum district of Jharkhand.
Five men and two women Naxalites were among those killed in the gunbattle, DIG (Kolhan) Manoj Mishra, said.
Two ultras were killed in an exchange of fire with the Nagarik Suraksha Samiti, a vigilance organisation formed by villagers with tacit support of the district police, at Phuljhore bordering Orissa, Mishra said.
When a joint team of Central Reserve Police Force and local police rushed to the area to assist the NSS, an encounter took place with the ultras in which five Maoists were killed taking the toll to seven.
Among them was Vikash who was accused of killing Sunil Mahto on March 4 at Baghuria in Ghatsila, Mishra said.
The incident was a major blow for the ultra outfit after the Lango incident in 2003, when 11 Maoists were lynched by the villagers, police said.
Eight weapons and live cartridges were found from the spot, Mishra said.
Firearms looted from the police in the past were also recovered from the spot, he said.
"We are verifying the exact number of arms and ammunition," he said. Police officials of the adjoining state have been alerted.

UNITY CONGRESS - 9TH CONGRESS OF CPI[MAOIST]

RECIEVED VIA MAIL
Resolution on State Violence against Women.

The Unity Congress-9th Congress of the CPI (Maoist) condemns the increasing atrocities against women all over the country, especially the repression and atrocities of the State forces and state sponsored vigilante groups. The most widespread and brutal attacks have been on Adivasi women in Dandakaranya in the name of Salwa Judum. Both the para-military forces and counter-revolutionary vigilante Salwa Judum groups have resorted to raping and killing many women in inhuman ways in their campaign to crush the revolutionary movement and the spirit of the people. Budri was shot dead on her way to the Basaguda market. Korsa lakke and Sukki of Korma village were gang raped and killed while returning after performing sentry duties for protecting the village. Penta of Arwel village was killed by the Salwa Judum goons in the Dornapal camp because she refused to bring the rest of her villagers to the camp. These are only a tip of the ice berg of the atrocities on Adivasi women of Bastar.

They have forcibly driven thousands out of their homes and villages and detained them in relief camps which are in fact concentration camps. The conditions there are sub-human. Women and children are the worst sufferers of these conditions, their physical and mental health have been badly affected. Sexual exploitation is also going on in these camps. Even teenage adivasi girls recruited as Special Police Officers (SPO) by the Government are being subject to sexual exploitation. This is similar to the situation in Kashmir and the North-East where the masses are struggling for national liberation. Manipuri women struggling against the draconian Armed Forces Special Powers Act have been subjected to atrocities by the Army and Sharmila Irom on a hunger strike too has been repeatedly arrested.

To suppress the revolutionary peasant struggle in West Midnapore, Bankura and Purulia the police and social fascist CPM goons are perpetrating different types of heinous crimes against women.

Women active in political movements especially the revolutionary movements are being arrested in large numbers. The jails of Bihar, Jharkhand, Chattisgarh, Maharashtra, and Karnataka bear witness to this.
In Malkangiri of Orissa ten women were imprisoned in September 2004 and not yet released. In Koraput district, people protested against rape of village women by CRPF jawans of Kalab camp.

In Orissa, comrade Shobhadi, the inspiration and driving force of a vast rural women’s movement in Jharkhand, Bihar and Orissa, and comrades Lata and Jaya, District Committee Members in Andhra Pradesh, were incarcerated on trumped up charges.

Comrade Chaiti Pallo of Dandakaranya and comrade Lalitha of Gondia (Maharashtra) have been sentenced to life imprisonment. Several others are serving sentences in Orissa, West Bengal, Karnataka etc. The whereabouts of several women activists arrested by the Jharkhand police is unknown. State sponsored vigilante groups like the Cobras are threatening progressive women activists in Andhra Pradesh. Women PLGA members are being tortured and shot down even after arrest. In the last two years more than 50 women have been thus killed. The most recent is the cold-blooded killing of comrade Karuna by the special task force of Andhra police. Andhra police trample underfoot even the basic human rights by way of hand-cuffing the arrested women. They brought the wounded women activists who participated in Ganganagar (Visakhapatnam) fishery workers’ agitation to hospital with hand-cuffs.

To suppress the peasant movement against land acquisition in Singur in West Bengal the social fascist CPM goons raped and killed Tapasi Malik, a leader of the movement. In the movement in Kalinganagar against land acquisition among those shot dead include women. In brief, the ruling classes and their armed forces are using violence against women as one of their weapons.

Brahminical violence against women continues unabated. The brutal rape and killing of Surekha and Priyanka in Khairlanjhi by state-backed upper caste forces is a horrifying example of this. At the same time the spread of a debased patriarchal culture by the imperialists has led to an alarming increase in molestation and rapes of women in big cities. Women’s insecurities have increased.
The Unity Congress—9th Congress calls upon all sections of women and democrats to oppose the violence being perpetrated by the state forces and vigilante forces on women. It also calls upon them to oppose the violence in the name of Salva Judum, the cold-blooded killings in the name of encounters and the arrest of politically active women. It further demands the immediate release of comrade Shobhadi and other revolutionary political prisoners. This Congress calls upon all oppressed, exploited women to rise up against oppression and join the revolutionary movement for liberation.
*******
Resolution on Peoples’ Struggles the World Over
The Unity Congress – 9th Congress of the CPI (Maoist) is being held at such a time when imperialists, particularly the US-UK imperialists, have in the name of “war against terrorism” launched an all-round attack on the exploited-oppressed nationalities, classes, minorities and against the peoples’ wars being waged under the leadership of Maoist forces. In the wake of the 9/11 attacks, they attacked Afghanistan first and then Iraq. Their own trusted West Asian military bull, Zionist Israel, repeatedly attacked the liberation fighters of Palestine and also launched an attack on Lebanon. Afghanistan and Iraq were devastated with several million tons of explosives hurled upon them. Now they have set their eyes upon Iran, Syria, Cuba, North Korea and others. Some comprador rulers who were propped up as appendages in the past by the US imperialists, having tried to shift loyalties, are now sought to be replaced through military action, so that they may continue to plunder the resources of the oppressed-exploited countries of Asia, Africa and Latin America and exercise domination over the whole world.

The people of Afghanistan, Iraq and Lebanon, especially those of Iraq have stood up to these all-round imperialist attacks. The entire Arab world is seething with anti-American rage. Iraq has become yet another Vietnam for the imperialists. The people of Europe held massive protests over the unjust war. 70% people in the US itself are demanding withdrawal of the armed forces from Iraq. The US is weakening not only economically and politically, but also militarily.

The uprising in France and the struggles in West Europe, Japan and Russia indicate how shocks caused by the crisis are being felt even in the imperialist countries. In a nutshell, the struggles of the proletariat in capitalist, imperialist countries are getting sharper. The ground is being prepared for the socialist revolution.

This Unity Congress declares that the oppressed-exploited countries continue to be the ‘storm centres’ of revolution. Even while facing numerous problems, the people of India, Nepal, Peru, the Philippines and Turkey are advancing on the path of protracted peoples’ war. This current of peoples’ liberation shows the way for the emancipation of all peoples the world over even as it unmasks all slander against Marxism-Leninism-Maoism.

This Unity Congress believes that struggles against the policies of imperialist globalization-liberalization-privatization are becoming increasingly sharpened all over the world. This is so not only in Asia, Africa and Latin America, and the imperialist countries, but such struggles are stirring up even in revisionist centres of the Dengist variety. The peoples’ struggles that emerged in China in 2006 are testimony enough.

This Unity Congress calls upon the genuine Maoist Parties working in suppressed countries and capitalist, imperialist countries to unite on a world scale and lead these struggles. The Unity Congress upholds all the just struggles of the world people. This Unity Congress calls upon the oppressed-exploited nationalities, classes and minorities to step up the revolutionary struggles against imperialism, particularly US-UK imperialism and the domestic reactionaries.

Resolution Against Hindu Fascism

The crisis of the Indian ruling classes is all round affecting not only the economic sphere, but also the social and political spheres. This is resulting in growing anger and revulsion of the masses of the people against the reactionary ruling classes. They are finding it increasingly difficult to continue their oppressive rule in the old forms. Consequently the ruling classes have developed fascist social forces with the aim of establishing full fledged fascist rule. Through this they hope not only to overcome this crisis but also establish rule with consent, and facilitate the intensification of imperialist exploitation. Under the “patriotic garb” of Hindutva policies, they are meekly implementing the imperialist-dictated policies of liberalization-privatisation-globalisation, especially after the 80’s. For this they are conducting a Hindu fascist campaign, on the basis of which they will try to establish open terrorist forms of rule.

Since the early ’80s, the ruling classes have been promoting Hindu communalism, targeting religious minorities, with the hope of uniting the Hindu majority behind themselves. The Babri Masjid demolition in 1992 was a devious act committed with this very hope. The main vehicle of the Hindu fascist onslaught has been the BJP-RSS combine with its storm trooper organisations like the VHP, Bajarang Dal, etc. The Shiv Sena in Maharashtra too has been propped up to achieve this end. The Hindu fascists are particularly dangerous since they have the support of the most important arms of the state in all their activities.

Feb 2002 was a high point when the Hindu fascist forces in their laboratory, the BJP-ruled state of Gujarat, organized the worst-ever communal genocide since 1947. Thousands of muslims were brutally killed, thousands burnt alive or maimed. Hundreds of muslim women were gang-raped and murdered. Muslim property was targeted with absolute precision and destroyed by Hindu state organized goons of VHP, RSS and Bajrang Dal in connivance with state armed forces. Even after four years, many of them have not been able to return to their native places because of the threat of Hindu fascists.

While Gujarat was their own laboratory, similar hate campaigns against muslims were taken in Karnataka at Baba Budanagiri mazar, in Madhya Pradesh at Jhabua, in Rajasthan, in Maharashtra at Malegaon, and at various other places. They use the smallest opportunity to flare up the sentiments against muslims, like with the singing of vande mataram.

The Indian state too has targeted muslims, branding them “terrorist.” After the 9/11 incident and the Parliament Attack Case muslims were targeted once again. Every muslim is supposed to prove his patriotism time and again. Indian state forces are even capturing and annihilating innocent muslims now and then, in the name of nabbing terrorists. Evidences implicating state and hindutva forces in “attacks” are being willfully suppressed, as can be seen in the Afzal Guru case and the attack on RSS headquarters at Nagpur.

The Cong-led UPA came to power projecting itself as a secular force, but it is the Congress party itself that has been mainly responsible for most of the communal riots ever since the transfer of power. Congress party is even more pernicious. It projects itself as a messiah of muslims, but in real practice it leaves no stone unturned to spread malicious propaganda against muslims and other minorities. The anti-Sikh pogroms of 1984 were one such example. In the name of equally opposing all types of fundamentalism, CPI and CPI[M] have actually helped in maintaining the status-quo of domination by the Hindu fascists. Various regional parties have made alliances with the Hindu fascists for the sake of votes and have become apologists for the Hindu fascists.

These Hindu fascists are trying to impose a hegemonistic Hindu culture on the various culturally diverse people of India. While their attacks are mainly concentrated against muslims, they are also targeting Christians, especially in the tribal areas, aggressively converting tribals to Hinduism. Similarly, they also attack dalits.

The Unity Congress - 9th congress of the CPI(Maoist) calls upon the revolutionary masses, all democratic forces and the oppressed religious minorities to unite in a struggle against the Hindu fascists. The worldwide experience of the struggle against fascism teaches that the fascists can be defeated only by militant class struggle in the streets, factories and in the rest of the countryside. The fascists can be defeated only by isolating them from the people and smashing their organizational forces, and by developing and intensifying protracted peoples’ war with the aim of new democratic revolution, then socialism and ultimately establishing communism. The CPI(Maoist) pledges to fight resolutely against each and every instance of the trampling on the democratic rights of the oppressed minorities and others by the Hindu fascists. It pledges to do its best to defend the sections of the population targeted by the Hindu fascists. Our party is willing to unite in a broad front with all the genuine democratic forces which would be willing to fight back the Hindu fascist offensive.

Resolution on Farmers’ Suicides
The number of peasants committing suicides has increased phenomenally. This is particularly so in Vidarbha, AP & Punjab. In past 10 years several thousand peasants all over the country have committed suicide. In Maharashtra alone the number is almost 7000. From June 2006 to end of December, 900peasants had committed suicide. Cotton cultivators have been particularly affected.
The Central and State Governments are diverting attention by placing the blame on loans for wasteful expenditure, poor crop/output, family and other psychological tensions. The financial package announced by PM Manmohan Singh is nothing but a cunning attempt of the finance department to befool the masses. While the peasants did not get a paisa the money went to cooperative banks. Hence rate of suicides has increased.
The real cause for these suicides is the pro-imperialist globalisation, liberalisation and privatisation policies pursued by the governments together with the continuing backward semi-feudal relations. These policies have led to the reduction of subsidies for agricultural inputs and low prices for agricultural products. Facing losses, peasants were forced to take loans, first from banks. When banks stopped giving loans they turned to money-lenders. More than 60% of loans are from private money lenders charging exorbitant interest rates. Failure of MNC Monsanto's BT Cotton Seeds was the final straw. A section of farmers' leaders like Sharad Joshi had already betrayed the peasants by supporting globalisation. Disheartened farmers have turned to suicides. These are in reality killings by a government acting in the interests of the imperialists.
Unity Congress-9th Congress of CPI (Maoist) strongly opposes the pro-imperialist policies of the government and expresses its heartful sympathies with the peasants and appeals to them not to resort to self-destruction but to wage militant struggle, to organise and refuse to repay all debts and to join the ongoing revolutionary peasant war.
This Congress calls upon peasants to demand that all debts of peasantry be waived, agricultural subsidies be restored, investments in irrigation and other agricultural needs be increased, proper prices for agricultural products and ban on MNCs like Monsanto and their GM Seeds, and opposes the policies of liberalisation, privatisation and globalisation.
Only New Democratic Revolution will solve the problems of the peasantry. While struggling on immediate demands we pledge to organise the vast masses of the peasantry to intensify the armed struggle to overthrow this semi-colonial, semi-feudal system.

Resolution on Prisoners’ Struggles

A movement of various classes and sections is breaking out against the imperialist-dictated policies of globalization, liberalization and privatization and other anti-people policies being implemented by the ruling classes of India. In a bid to suppress these movements, the Indian Government has increasingly carried out repressive policies and become increasingly fascist. Several draconian laws have come about and are already in force. The main target of this repression campaign has been the struggles being waged against imperialism, feudalism and comprador bureaucrat capitalism under communist revolutionary leadership. Among these revolutionaries, particularly the leadership comrades, those who escape the inevitable fake encounters somehow or the other, find themselves thrown behind bars with numerous false charges heaped upon them.
Six comrades in AP, 26 in Tamil Nadu are detained under POTA, and 16 in Karnataka, and about 25 comrades in North Chhattisgarh have been languishing in jails. In many other states also the situation is not different. Hundreds of women comrades have also been incarcerated in different jails in the country. Besides them, thousands of other comrades and people have also been thrown into jails. Arrested comrades are not produced in court for days on end in stark violation of civil rights; any kind of protest by prison inmates is prohibited while depriving them of all their rights; lathi-charges are conducted to suppress any organized protest; leadership comrades are banished to distant jails; locked up in cells or harassed in other ways; visitors are denied permission to meet the inmates; they are not provided with medical treatment; bribes are extracted too often than not; false charges are framed against imprisoned comrades in instalments; “fast-track trials” are conducted to serve sentences without much ado even by the dint of false supporting evidence. These and other nefarious means have become common occurrence.

Besides comrade Tapas, Central Committee member of our Party and another important comrade Pratul, five comrades from Asagarh, five from Bhamragarh and five from Tipragarh areas of Gadchiroli division and five peasants of Gondia division (Maharashtra), five comrades from Chhattisgarh, four comrades each from Orissa and Andhra Pradesh, and some comrades from Bihar and Jharkhand have been served with life imprisonment. Some ordinary villagers from Bihar, languishing in jail on charges related to Bara (Gaya) and Meral (Garhwa) incidents, have been served life sentences.

In spite of tremendous torture, our comrades languishing behind bars have kept alive the ever-inspiring revolutionary legacy of resistance and struggle against repression and oppression in jails. The struggle of 1995 that broke out in various AP jails all at once and the solidarity struggle from outside were indeed historic in terms of their impact and spread. Our comrades in West Bengal, Karnataka and Tamil Nadu jails have also launched movements in demand of the rights of political prisoners and against various repressive measures of the authorities. We earnestly believe that even while bearing with the most inhuman, tough and hapless conditions in these torture chambers, our comrades shall leave no stone unturned to forge unyielding unity among themselves and to carry ahead the revolutionary legacy of roaring aloud, as caged lions would do.

The Congress urges you to:
· Form secret Party units even in prison and carry on the task of running them regularly through secret methods.
· Build action committees such as ‘Jail Bandi Sanghursh Samiti’ behind bars. In case comrades are kept in separate prison barracks, then form barrack committees, and press with demands to keep all revolutionaries in the same barrack depending upon the concrete situation. Such action committees are quite helpful in further enhancement of the spirit of unity and sacrifice, and in identifying vacillators and coverts.
· Transform the prisons into political universities.
· In order to enhance your own theoretical-ideological and political levels, continue holding a series of study and political classes as far as possible.
· Arouse and mobilize common prison inmates, forming cultural teams, aid committees and various types of organizations.
· Develop the prisons as centres of struggle against the ongoing widespread extortion, corruption and atrocities as well as against the attacks on democratic rights. At the same time, unite and create a huge outcry in support of the revolutionary struggles being waged on the world scale, and against the repression campaigns aimed at them.

This Congress hereby adopts a resolution to take up every possible programme so as to express solidarity with the ‘struggles of prison inmates;’ to lend strength to their struggles; and to form suitable organizations. The Congress resolves to:
· Form organizations, such as ‘Committee to Release Prisoners’ along with intellectuals, democracy-lovers and members of the families of imprisoned comrades, in solidarity with prisoners’ struggles and to lend them strength. Such an organization shall conduct struggles on various demands related to the jail by establishing coordination between various Prisoners’ Action Committees. Employing different means, such committees shall help create public opinion about the assault upon the civil rights of the prison inmates. In this direction efforts are already underway.
· Organize progressive lawyers to provide legal support to the prisoners. Some efforts have been made in this direction. Yet we shall lay stress upon forming such organizations in different cities. These organizations shall provide legal support to imprisoned comrades as well as generate public opinion against draconian laws.
· Mobilize ‘Committees to Release Prisoners,’ lawyers organizations, civil liberty organizations and the common masses against ‘Fast Track Trials’ and such other outright anti-people provisions.
· Pay special attention to raise protest against and organize resistance to atrocities perpetrated upon women prisoners.
· Rope in various means of propaganda in order to highlight the inhuman conditions in prisons.
· Conduct signature campaigns on various demands of the prisoners and in support of their struggles in order to arouse and mobilize the masses.
· Strive to punish the prison officials who carry out atrocities upon the prisoners.
· Constitute a Prisoners’ Fund to help secure their release.

This Congress resolves to strive to carry out every possible means to free our comrades from the jails besides waging different forms of struggle within constitutional limits. With support from the masses, we had carried out historic actions such as the Jehanabad and R Udaigiri Jailbreaks. The Congress calls upon the entire Party ranks and the mass organization rank and file to prepare in this direction and educate the masses.

GOVINDAN KUTTY

Interview with Mr. Govindan Kutty – Editor of Peoples March ( considered to be mouth peace of Communist Party of India ( Maoist)
Question- Morning Mr. Kutty Pl tell us something about Maoist movement in India ?
Goviundan Kutty- Maoist movement in India started from the day former Soviat Union became a revisionist country but the organized form of the movement was first visible during days of Naxalbari in year 1967.Later the movement was crushed by the government but the movement has been able to revive itself in later years on basis of self critical reports and analysis within the genuine revolutionaries of India. Now, the movement has come up very strongly against very and brutal repressions of the state .The movement faced many ups and downs splits with in the ranks who were unable to sustain stress and strains of revolutionary life ,while reaching the present state.
Question – what is the present state of Maoist movement in India?
Answer – now the Maoist movement has spread to each and every nook and corner of India
Question – you say the movement has spread to every nook and corner of the country but we have impression that the movement has faced setbacks in states like Andhra Pstates Pradesh and other states Infact the movement has lost its base in the state of Andhra Pradesh, The state that showed path of Maoism to populations of other states. What you have to say on this?
Answer- setbacks, victories, defeats, Ups and Downs will have to be faced by any revolutionary movement that is fighting against state. It is partly true that the enemies are rejoicing over the setbacks in Andhra Pradesh at the same time they also say they are feared of the movement due to failed attempt on the life of former chief minister of Andhra Pradesh recently .People of Andhra Pradesh are still with the ideology and due to severe repression by the state. It is not a static, the direction of the wind is likely to change as these elements have to face elections in coming year of 2009.
Question- There is a perception that Maoists are against developmental activities what you have to say on this?
Answer- if we were against development people wont support us. In year 2004 elections Ex Chief Minister of Andhra Pradesh Chandra Babu Naidu gave a slogan of development V/s Naxalism and he was dethroned by the people. To be frank we are not against the development without development the country cannot progress but the question is development for whom?MNC’s TNC’S , or to a handful of traitors who mortgage our country for a song or the majority of common people.
Question – Tell me, how old are you and how are you contributing to the movement ?
Answer- I am 60 years of age and wherever there is injustice I fight against it and stand against it you should also doi the same.
Questions- why the movement believes in armed struggle?
Answer- no one in the movement is fond of armed struggle. It is the situation created by repressive states that has forced the movement to become an armed movement that too a defensive armed movement to defend people against the armed onslaught of the state.
Question- today we learn from media that Nandigram is burning and Maoists are stated to be responsible for the conditions at Nandigram what you have to say on this?
Answer- It has become a fashion and a common trend to criticize Maoists and brand each and every struggle wagged by people as a Maoist initiated activity. Is it that they say that Maoists should keep away from this peoples struggle. How can the Maoists keep quiet when people are waging life & death struggles?
Question – Then tell me, Medha Patkar a known peoples worker is not being allowed to go to Nandigram and work over there? why she was bashed by the CPM cadres?
Answer- there are many reasons behind her bashing by the CPM men in Nandigram. May be a self managed act where ever there is peoples struggle she goes there and pacifies the people to not to go beyond a certain limit.A tradition guided and inherited as per the guidance of NGO’s .In WSF at Mumbai the very same people (CPM men) took her on their shoulders and gave her a big reception and publicity.I saw her photos in news papers with personalities like film maker Aparna Sen and Mahasweta Devi. I feel she can be a better actress than late Smita Patil or her contemporaries who have won many awards for superb acting. The whole world knew about Narmada Bachao Andolan it started with 80 meters then went to 85 meters then went to 90 meters and now has reached to 121 meters with Medha’s blessings.I am sure in another ten years the dam will reach its full height of 145 meters with Medha’s blessings. Her plan is to take Nandigram, the NBA way..Wherever there is trouble for the ruling classes be it Nandigram or anywhere in India Medha will be called (Invited), Basshed and publicized to pacify the sentiments of people and subdue the ongoing genuine struggles being wagged by people..
Question- what are the future expected trends and programs of the movement?
Answer- the movement will advance according to the wishes and requirements of people. If the repression and exploitation increases the movement will also be enhanced

One-fifth of rural households live on Rs 365 a month

source
Amid the euphoria of India growing at 9 per cent a year it may appear strange that nearly 19 per cent of the Indian rural households live on less than Rs 365 a month , spending less than Rs 12 on the consumption of each person per day.
The National Sample Survey Organisation (NSSO) said the average monthly per capita consumer expenditure (average MPCE) in 2005-06 was Rs 625 in rural India and Rs 1171 in urban India at 2005-06 prices.
''Out of every rupee spent in 2005-06 by the average rural Indian on consumption, 53 paise was spent on food. Of this, 17 paise was spent on cereals and cereal substitutes, 8 paise on milk and milk products, 6 paise on vegetables, 5 paise on sugar, salt and spices, and 4 paise on beverages, refreshments, processed food and purchased meals,'' said NSSO in its report on ''Household Consumer Expenditure in India 2005-06.'' ''Of every rupee spent by the average urban Indian on consumption, 40 paise was spent on food. Of this, 9 paise was spent on cereals and cereal substitutes, 7 paise on milk and milk products, 6 paise on beverages, refreshments and processed food, and 4 paise on vegetables,'' the report said.
Value of average food consumption per person in urban areas was within a range of Rs 451-Rs 500 per month in 7 out of 17 major States. In respect of rural food consumption, 13 major states belonged to the range Rs.251-400.
Average quantity of cereals consumed per person per month in 2005-06 was 11.9 kg in rural areas and 9.8 kg in urban areas.
About 19 per cent of rural households lived in katcha structures (both roof and walls made of katcha materials). About 50 per cent lived in pucca structures (both roof and walls made of pucca materials). The remaining 31 per cent of rural households lived in semi-pucca structures, that is, structures of which either the roof or the walls (but not both) were made of pucca materials. In urban India, the percentage of households using LPG as the major fuel for cooking was in the range of 40-75 per cent in all the major States. In rural India, 74 per cent of households continued to depend on firewood and chips as their major cooking fuel. About 9 per cent used dung cake and another 9 per cent used LPG.
About 56 per cent of households in rural India used electricity for lighting while 42 per cent used kerosene. Kerala tops the Indian states with per capita monthly consumption of Rs 1056 in rurtal areas and Rs 1566 in urban areas. It is followed by Punjab with marginally low consumption at Rs 1010 and Rs 1520 for rural and urban areas respectively.
The All India average for rural areas is Rs 625 a month and Rs 1171 per month for urban areas. The field work of the survey was carried out during July 2005- June 2006. Data collected included commodity-specific information on 148 items of food, 13 items of fuel, 28 items of clothing, bedding and footwear, 18 items of educational and medical expenses, 52 items of durable goods, and about 85 other items. The report contains the information on distribution of households and persons by 12 classes of household monthly per capita consumer expenditure (MPCE), average MPCE , composition of MPCE by item category (cereals, pulses, clothing, etc), quantity and value of per capita consumption of different cereals, distributions of households or persons by other characteristics such as educational level, structure and area of dwelling unit, and energy sources used for cooking and lighting etc.
The survey was spread over a randomly drawn sample of 39436 households spread over 4750 villages and 5120 urban blocks,

Naxals eye urban students

source
NAGPUR: Cops now believe that Naxals are turning their attention from the rural hinterlands to urban areas, to seek new recruits from the impressionable student populations and support in the form of materials. The presence of Naxals and their supporters in the city, and other urban centres, was the pivotal issue of discussion at a special co-ordination meeting between security agencies in the city on Tuesday. The meeting also considered the implications of some social and educational organisations sympathising with the Naxal cause. The meeting was reportedly attended by senior police officers from the city and the anti-Naxal operation (ANO) cells of the state in Chandrapur and Wardha. Sources said that security agencies believe that the front organisations have started vigorous movement in the education sector, to rope in students from several reputed colleges for their cause. The ANO and district police have reportedly warned the city police about these student-oriented revolutionary organisations. People working under banners with hints of revolution, like 'sangharsh' and 'kranti' are under the scanner. The discussion at the meeting centred around inputs from the Chandrapur district police, gleaned from the recent crackdown in Chandrapur and nearby areas, including Nagpur, in which at least six Naxal activists were nabbed with huge cache of ammunition and literature. Security agencies also discussed links between the findings of the Chandrapur police and resolutions passed by the Maoists top brass in the Ninth Unity Congress, supposedly held in Jharkhand in 2007.

India: Fasting People’s March editor hospitalised, denied bail

source
21 January 2008. A World to Win News Service. P. Govindan Kutty, editor of the Indian Maoist monthly magazine People's March, was transferred from jail to hospital 9 January. He had been on hunger strike since 20 December, when he was remanded to prison following his arrest the day before. On 18 January, before the Kerala High Court, the state government opposed the third and latest effort to obtain his freedom on bail. Once again adjusting the charges against him, the authorities have now made the political nature of this case perfectly clear. According to The Hindu (21 January), "In a statement filed in response to his bail petition, the police said there was a possibility of the accused indulging in anti-national activities if he was released on bail. The police said he had been propagating the CPI (Maoist) ideologies and programme and publishing the CPI (Maoist) mouthpiece People's March."There has been no further news about Kutty's health and the conditions of his imprisonment. His age is variously given as between 60-68.A group of five Indian human rights activists was able to meet with the journalist in prison 8 January. They told a press conference that after his arrest, Kutty had been permitted to talk to a lawyer only with the authorities present. Acting on "orders from higher authorities," they said, his jailers were force-feeding him glucose after tying his hands and legs. They characterized his treatment as "torture". The next day, the authorities announced that he has been transferred from Viyyur prison to a hospital following what they called the "deterioration" of his state of health.People's March is a licensed, government-registered publication. It has never before been banned or faced legal proceedings, although it seems to have been outlawed since Kutty's arrest. There is nothing clandestine about it. Kutty has long been publicly identified as its editor, publisher and owner, with his address figuring in the masthead. Calling itself "The Voice of the Indian Revolution", it has never claimed to be an organ of the banned Communist Party of India (Maoist). Some of its articles have been reprinted by the mainstream Indian press.Apparently the authorities first arrested the editor and then tried to find suitable charges. According to The Hoot, the blog of a Delhi-based media watch group, which has been one of the few sources of information on this case, after Kerala police raided the small office of this journalist, ransacked the premises and confiscated the computer and literature, they initially announced he would be accused of helping two alleged CPI(M) members find shelter. The two, Malla Raya Reddy and Suguna, had been captured in a secret police raid on a group of construction workers from neighbouring Andra Pradesh living alongside a road in Kerala a few days before. The columnist, N. P. Chekkutty, who identifies himself as "a fellow Kerala editor," the hue and cry raised by local people who stopped the police vehicle carrying the two prisoners may be what forced the police to take them to court rather then simply killing them, as often happens in such cases. However, no evidence of any connection between Ketty and the two arrested persons was ever presented, and no charges seem to have been brought in this regard. Instead, the main accusation against him was that he had written an article five years ago allegedly praising an attack on the widely hated Andhra Pradesh Chief Minister Chandra Babu Naidu. No legal action had been taken against him or the magazine in this regard before now. The Unlawful Activities Prevention Act under which these accusations have been framed is usually used against common criminals, not in political cases, and never against a media person. Now, at his most recent bail hearing, he has been charged purely and simply with the content and opinions expressed in his magazine. The blog columnist goes on the say that following the arrest, the police fed the local media stories about Kutty's personal life "which vilified the man as a demon." Since then the Malayam language press in Kerala has published little or nothing about his case, and even news in the Kerala and national English-language media is sparse. A media columnist writing in The Hindu (6 January), one of India's leading national publications, noted that there had been practically no mainstream press coverage of the cases of Kutty and two other figures imprisoned on charges of Maoist associations in 2007, Binakayak Sen, a well-known doctor arrested after he treated an accused Maoist prisoner in jail with the permission of prison authorities in Chhattisgarh, and Prashant Rahi, a well-known journalist in Uttarakhand. Much of the news has been spread by newspaper blogs and others run by political activists, often shut down by the authorities, only to reappear on other sites.Nevertheless, some local and national media and people of various political persuasions have begun to make Kutty's case more broadly known. Statements of support have come from the Kerala Human Rights Samithi, student organizations, journalists, writers, scientists and others, as well as the Revolutionary Democratic Front of India (rdfindia@gmail.com).The treatment of the human rights activists who saw Kutty has also stirred some further protests. The five, including several lawyers and a publisher, came from Delhi and Tamil Nadu as well as other cities in Kerala. They were initially blocked by the prison authorities, who wanted to force them to urge the editor to give up his protest fast. They succeeded in entering the prison the following day, but as they were leaving, the police tried to take them to a police station to "verify their identities" because they were suspected of being "extremists". The five protested that they had already presented their identification documents to the jail authorities. "Somehow, they managed to escape," wrote the newspaper Newindpress. They made a public appearance later that day at a conference at the Press Club in Thrissur, where they demanded that the state of Kerala drop the "false case" against Kutty and compensate him for his illegal detention.

HUMANITY IS GREATER THAN RELIGION.

After a long gap ............

lots of things has happened, kiran bedi retired , people from bihar and even other states like jharkhand , karnataka have lost their patience. thieves were beaten to death, some even died. In karnataka a person who asked water and food was beaten to death suspecting that he is a thief. School shootouts shocked the people for a long time. All these incidents are indicating that we are losing patience............... reason for that are many.

The year 2008 :-
The happiest thing in the beginning of the year is colonel late vasanth [from karnataka] was awarded ashoka chakra. It increased the respectness of the award.

Another thing which is an important event is justice to bilkis banu. Though it has been said that some of the culprits escaped from the law, the judgement boosts up the confidence of people in our law and judicial system. Bilkis Banu`s case is a clear example that what happens to a country if the rulers are blindfolded with religion. If the rulers consider that the religion is greater than humanity then we will see bilkis banu in all communities.
