Karkala: Naxal Arrested, Large Cache of Arms and Ammunitions Confiscated

Karkala, Jul 31: The policemen who arrested Krishna alias Kiran (28), a suspected naxal, have been able to confiscate a large cache of ammunitions, arms, explosives and other naxal-related items. The Excise and Anti-Lottery Squad police circle inspector based in Theerthahalli had taken Krishna into possession from Doorvasapura on Agumbe road on suspicion. After they found him to be a naxal, he was subjected to further interrogation.

The anti-naxal force Shimoga and police officials were guided by the arrested person, to several drums buried in Tingalamakki forest near Karkala. The drums contained large quantity of arms, ammunition, explosives, grenades and other naxal related items.

Nearly 2,076 rounds of ammunition that can be used for 15 types of rifles, a .303 rifle, a grenade, 80 detonators, 26 non-electric detonators, four 65mm used cartridges, two .303 rifle butts, a walkie-talkie, a camera flash and a computer printer were found from the site. Maoist hand bills, books, literature and other goods used by naxals were also recovered.

During the interrogation, Krishna confessed to have taken part in the incident in which naxals had burnt down a bus in July last year near Agumbe. The police hope to extract more information from him. It is said that he has revealed more such locations where naxals have hidden their goods but because of inclement weather, the policemen have not been able to verify the genuineness of this information so far. The policemen want to procure police custody of Krishna after producing him in the court and then try to elicit more information from him.

Krishna, who joined the naxal movement two and half years ago, is a member of the lower most rung in the organization and hence does not have in-depth information about their activities. As far as he knows, four gangs named Tunga, Bhadra, Varahi and Netra with a membership of around 30, are functioning in the region. He was about to get out of the organization, they said.

Western range inspector general of police A M Prasad said that the team would be rewarded with Rs 10,000 for this achievement and a recommendation will be made for higher rewards. The anti-naxal force with a total strength of about 500 is working day and night to control the naxal menace, in tandem with the police teams. "We are aiming at strengthening it further," he said.

If joining the Government helps reduce ethnic tensions the Nepalese
people will understand - but the minimum programme of the Maoists
also needs to be implemented through the Constituent Assembly with
the President and Vice President already showing inclinations to
exceed their Constitutional authority and constituting roadblocks to
social progress.

The CPN Maoist leadership is the best judge of the strategy and
tactics on the ground in Nepal but the fear of its friends is that it
will be able to do very little in Government and become trapped in
bourgeois politics - providing its enemies with a chance of
discrediting and demoralisng the Peoples Movement.

We hope our fears are not realised and that the CPN Maoist has taken
the right decision.

This is in contrast with what he said a few days back. He had said in public that the Maoists will stay in opposition come what may.

If the people want, the Maoists will uproot the newly crowned monarchs of Nepal, Comrade Dahal added.

Leader of outlawed Purbo Banglar Communist Party (PBCP Marxist-Leninist) Lal Pataka faction Dr Tutul was killed in "crossfire" between police and his accomplices before dawn yesterday in Naogaon.

In a separate incident in Natore the same day, an outlawed party member and a suspect in the Bamihal police killing and arms looting case was killed in a similar fashion.

A former physician, Tutul is believed to have masterminded the killings of political figures in Rajshahi, Natore and Naogaon as well as the police killings and arms lootings at Bamihal in Shingra, Taherpur in Rajshahi, Randhunibari in Sirajganj and Chowbaria in Naogaon.

He was wanted in over 200 cases filed with different police stations in greater Rajshahi, Pabna, Sirajganj and a number of other northern districts.

The 42-year-old group leader, son of Daud Hossain Biswas from Kotchandpur in Jhenidah, was known under several aliases including Dr Mizanur Rahman, Rafikul Islam, Masud, Milon and Dada Bhai.

Earlier on Saturday night, hours before Dr Tutul was killed, his 80-year-old mother Novera Khatun through a press conference at Jhenidah Press Club pleaded the government to save her son from "crossfire".

The police describing his arrest said near about 80 police personnel from Atrai, Raninagar and Sadar police stations cordoned off Kaligram Eidgah field at around 4:00am after receiving a tip-off regarding a secret meeting of 50 to 60 armed members of an outlawed party.

Aminul Islam, additional superintendent of police in Naogaon and the commanding officer of the raid, said soon after the criminals sensed their presence, they opened fire on the police. The police also retaliated and fired at least 100 rounds, he added.

They fled the scene leaving behind one of their bullet-hit accomplices, who was later identified as Dr Tutul, claimed the police adding that after he was taken to Raninagar Health Complex, the doctors declared him dead.

Police seized two locally made firearms, 17 bullets, 7 gun cartridges, a rifle magazine, two knives, two machetes and a few sharp weapons from the scene.

TUTUL'S MOTHER AT JHENIDAH PRESS CLUB
Our correspondent from Jhenidah reports: At around 8.30pm on Saturday, Tutul's mother Novera Khatun told journalists at Jhenidah Press Club that the Rapid Action Battalion (Rab) members had arrested Tutul from Uttara in the capital on Friday night.

In an appeal to the government she pleaded for the safety of her son claiming that although Tutul was involved with an underground party, he did not participate in any killing or extortion. Tutul dedicated his life to provide medical treatment to the underprivileged and he had even sold pieces of ancestral land for the cause, the mother said.

Instead of killing Tutul in crossfire, she urged the government to put him on trial under the laws of the land if he committed any crime.

Earlier in the afternoon, the elderly woman went to the office of Jhenidah deputy commissioner to submit her plea to the government, but since the office had closed by then, she had to rush to the press club and make her request through the press, she told journalists.

A Bangla national daily (Jugantor) on Saturday in a report said the Rab has arrested Tutul from Uttara. However, the Rab did not confirm the arrest.

TUTUL'S BACKGROUND
Born in 1959, Tutul completed his higher secondary education from Kotchandpur in 1977. He obtained MBBS degree from Rajshahi Medical College (RMC) in 1985.

He practised medicine at Sabaihat of Manda in Naogaon and in Rajshahi town for a year alongside his government job at RMC Hospital.

Tutul, a former member of Chhatra Moitree (student wing of Workers Party), became active in PBCP activities during his studies at RMC after he made his acquaintance with PBCP leader Mofakkhar Chowdhury who was subsequently killed.

He went underground in 1986 and became a fulltime activist of PBCP.

In 1997, Tutul and Quamrul Islam Mastar, two dissident followers of Mofakkhar-led PBCP, formed a faction named PBCP Lal Pataka (red flag).

Mofakkhar's faction was called PBCP Janojuddho and he led the faction until his death in crossfire in December 2004. Abdur Rashid Malitha Tapan, who took over Janojuddho, was also killed in crossfire recently.

Quamrul, the co-founder of Lal Pataka, was also killed in crossfire in August 2006 and Tutul had been leading the faction ever since.

CROSSFIRE IN NATORE
A correspondent from Natore adds: Ansar Ali, activist of an outlawed party and a suspect in the Bamihal police killing and arms looting case, was killed in a shootout between police and his accomplices at Kankian village in Singra upazila early yesterday.

Earlier on Thursday, police arrested Ansar from Bamihal area and following his confessional statement, the law enforcers took him along to the scene to capture his accomplices and retrieve arms.

As soon as the police reached the scene, Ansar's cohorts started to shoot at the law enforcers, triggering the gunfight. At one stage Ansar attempted to flee and sustained bullet injuries, claimed the police adding that he died on the spot.

A pipe gun, four bullets and a sharp weapon were retrieved from the scene, the police said.

ODHIKAR REACTION
Human rights group Odhikar yesterday demanded independent judicial inquiry into the killing of Dr Mizanur Rahman Tutul, a top leader of Purbo Banglar Communist Party (ML-Lal Pataka).

Police claimed that Dr Tutul died after receiving bullet shots during a 'shootout' between outlaws and the police at Kaligram Eidgah field in Raninagar upazila of Naogaon at around 4:00am yesterday.

Expressing concern over Tutul's killing, Odhikar said, "… the victim was reportedly not involved in any violent means to propagate his political believes… If this trend continues, those with 'different' views could now risk being targeted."

Condemning the killings in 'shootouts', the rights watchdog said 197 persons were killed in the so-called crossfire, shootout, gunfight or encounters by Rab, police and other law enforcement agencies since January 11, 2007 till date under the state of emergency.

"Extra judicial killings are the worst form of rights violation … A persons' life cannot be taken away without due legal process, which is the foundation of a civilized society. Continued extra judicial killings are eroding the foundation of Bangladesh's polity," reads a press statement of Odhikar.

By rushing ahead to finalise the Indo-US nuclear deal, unmindful of widespread opposition, the government led by the Indian Nation Congress reveals the extent to which it goes to please the murderer Bush. There are many factors in the agreements signed with the US and proposed to the IAEA that enslave India’s nuclear industry to imperialist interests. But, far beyond all that, the crux of the Indo-US nuclear deal is the surreptitious recognition given to India’s nuclear weapon status in return for pledging its alliance to US strategic interests. This boost to Indian expansionism, at the price of toeing US interests, is the most significant, strategic, aspect. This threatens the peace in South Asia and Asia. Both the fake Left, led by the CPM, and the NDA, led by the BJP, are silent about this. In fact their concern is about the lack of a formal recognition of India’s nuclear weapon status, a possible ban on further testing of nuclear weapons and insufficient guarantees of fuel supply. While this is expected of the BJP, the stand of the CPM and its allies exposes that they too are strong proponents of Indian expansionism.The real issues posed by the Indo-Us nuke deal are thus being covered up by the various political representatives of the ruling classes by framing it in terms of what is best suited for Indian expansionism. The people of India have nothing to gain from the nuclear weapons stockpiled by the rulers, or from the arms race this has accelerated. Indian expansionism is the main pillar of imperialist domination and reaction in South Asia. Anything that strengthens it is a danger for the people. US imperialism is the main danger of the world people. Anything that supports its interests must be opposed.Such real issues are further sought to be covered up by pulling in the energy angle. It is claimed that this deal will allow India to vastly expand pollutant free and cheap nuclear energy while reducing its dependence on fossil fuels. This is a lie. Nuclear energy is a far more dangerous and long lasting source of pollution. The cost of making nuclear energy a major source of total energy supply is extremely high. Moreover, even if all resources were tapped, availability of raw material in the world itself falls far short of fanciful projections on replacing fossil fuels with nuclear energy. The real answer to the energy problem does not lie in such false solutions that come at the heavy price of dependence to imperialist capital and technology and criminal pollution of the earth. It calls for an end to the irrational, profit seeking, energy guzzling development path followed by the rulers.To repeat, the Indo-US nuclear deal is not about peaceful nuclear energy development and the main issue raised by it is not the enslaving terms it imposes on the Indian nuclear industry. This deal recognises Indian expansionism’ s nuclear ambitions in lieu of tying it up firmly with the hegemonic, imperialist, strategic interests of the US. It takes the growing relation between the Indian ruling classes and US imperialism to a totally new and even more dangerous level. It must be rejected precisely on these grounds.July 12th, 2008.

The unity and integrity of India are tending to dwindle amid the divisive polemics over the ongoing dubious nuclear politics. But the real issue is not the import of enriched uranium, nuclear plant equipment or technology from the U.S.: it goes deeper. The issue involves U.S. suzerainty over India’s national economy and foreign policy, although the countrywide debate is currently centred on the nuclear deal. American nuclear big business is keen to make India its meg a-market, using for the purpose a willing and weak Prime Minister.
The grave implications of this business are profound, as is obvious from Dr. Manmohan Singh’s defiant do-or-die determination demanding a confidence vote in the Lok Sabha. He is staking his government’s very survival on the energy deal. Whoever wins the vote in the House, the nation has lost its solidarity, integrity and fraternity. George Bush’s stubborn hegemonistic strategy promoting U.S big business investment has become India’s national policy, facilitated by the Sonia-Manmohan commitment. This is virtually a reversal of the Nehru-Indira socialistic non-alignment stance and the principles of Panch Sheel. This basic battle is at the raging core of the controversy. The hideous hidden agenda could spell the de facto defeat of the Indian people’s historic tryst with destiny, the betrayal of India’s constitutional vision and mission.
We should not miss the real nature of the ideological war involved in this naively simplistic treaty dispute. Let us not be beguiled by the nuclear alibi. Are we a sovereign nation, or a mere satellite? Who decides our import-investment policies, the direction of swadeshi agriculture and native industrial development? Are we a ‘banana republic’ of sorts? The Sonia-Manmohanomic party is neither Indian nor national: the Congress has formally become the brand name of a political business corporation. We have politicking operators with no democratic swaraj ideology or crimson nationalism. Communal concatenation and power-crazy cliques are the shopping complexes in the Indian power bazaar. Mr. Bush browbeats or buys these political engineers as his proxies. The Constitution is now rendered irrelevant by logomachy.
Parties barter seats and votes and try to make Parliament an enterprise with commercial stakes. The media report of seats and deals for high prices, and micro-parties and independents as being available commodities. The Supreme Court’s stultifying jurisprudence on parliamentary bribery being immune to judicial discovery has made ‘horse trading’ a less risky operation than democratic decency would have tolerated. Appalling judicialese sometimes incinerates finer values, lets opportune alliances going and allows corruption inside the hallowed House.
My entreaty is to preserve undiminished the dynamics, dimensions and dialectical realities of our democracy without the authoritarian patronage and commanding directives of a big power beyond the Atlantic. Do not ‘nuclearise’ our freedom. We need no U.S. nuclear imports to attain energy swaraj. We have uranium of our own yet to be mined. We have large thorium resources. We have enough alternative resources and technology. But where is the will to tell Mr. Bush that we do not need him? We shall not surrender our freedom in disgrace. Parliamentary votes are not private commodities. Bondage to Mr. Bush and U.S. big business is nothing but colonialism.
At the recent meeting between Mr. Bush and Mr. Manmohan Singh, where the staggering mutual admiration was evident, it was stated in a spirit of (tragic) triumph that in the field of space, defence, educational exchanges and other strategic areas Indo-American “cooperation” has attained a new high status — which is but a euphemism for acquiescence by India in American domination.
The common Indian masses are totally innocent of this vicarious but unveracious appreciation by some people of the hated Mr. Bush. Mr. Manmohan Singh never consulted Indians by means of a referendum or a House debate, and the fake tribute paid to the Prime Minister by a lame-duck President is of little consequence.
To be fair to Dr. Manmohan Singh, I hold him as being personally simple, clean, gentle, non-communal and capable. What scandalises me as a puzzle, a riddle and pro-Yankee obscurantism, is his forsaking of the Indian have-nots. He is gravely neglecting his socialist, constitutional oath-bound commitment to liberate the poor and implement poverty economics and going for globalisation and privatisation, which are liberal with imports and investments. This drive is also marked by a Bush-friendly foreign policy and defence strategy and an extravagant addiction to American nuclear import dependence.
Do we require nuclear generation of energy? No. It involves the potential for dangerous radiation, high-cost generation, and the use of delicate technology that could be disastrous. After all, it feeds nuclear bombs in a world that faces instant annihilation with nuclear terrorism under big-power arsenals. Terrorists are everywhere and nuclear pilferage is a grave possibility. Crime against humanity
The diabolic, dreadful immortality of nuclear waste that can cause lethal radiation after two or three decades of use of each nuclear power plant represents the gravest crime against humanity. The proposed deal violates the principles of nuclear non-proliferation. Let us be honest. Anyone who is knowledgeable in nuclear affairs will agree with the irony of the treaty. “It is almost as if the Titanic was going down, and the passengers were watching TV. India’s atomic energy programme has been subjected to a stunning managerial disaster over the past two decades, the results of which are visible now. We have known through the 1990s that India has all the uranium needed to run its nuclear power plants, currently running at half their capacity, wasting Rs. 16,000 crore of taxpayers’ money.” (Neelesh Misra, Hindustan Times, June 30, 2008)
Three great nuclear scientists who have been in high office without blame, Dr. P.K. Iyengar, Dr. A. Gopalakrishnan and Dr. A.N. Prasad, have fiercely opposed U.S. imports for reasons they have spelt out in a signed statement. Sarkari scientists, looking out for personal prospects, will obviously sign away contrary assertions.
The cult of the atom, those who know swear, is the enemy of ecological safety and the good earth where humanity still survives in billions. The high priests of the nuclear religion are specialists in the art of misleading public opinion. Neither Russia nor the U.S. will dare have a nuclear power plant after their bitter experience. Chernobyl (USSR) and Three Mile Island (U.S.) remain sombre warnings to humanity. Most Western nations, save France and Japan, now avoid new nuclear power plants.
But the nuclear barons have the power of unveracious propaganda. The political economy of nuclear electricity is forbidding. A widening agenda of dissent and oppositional strategies are mounting against atomic fission. Leading research-oriented jurists like Ralph Nader regard the menace of the atom as a culture of global destruction. Then why go in for this terrible worldwide thanatos?
Our country has abundant solar energy and the technology is accessible. It is culpable default for the authorities in the States and at the Centre not to explore, exploit and execute projects that run on solar power — which is far less costly and far safer than the nuclear graveyard alternative. We have potential hydel power from rivers that range from the Ganga to the Krishna, and tidal power from the Indian Ocean, the Bay of Bengal and the Arabian Sea. We have prodigious wind energy potential. We have thermal power and coal-generated energy. Astonishing is the discovery that we have unused uranium in mega-quantity but not yet mined.
Amid this opulence of energy resources, why beg for or borrow American stuff that has strings attached and involves unfamiliar technology? History will one day record the traitor-tainted guilt of those in state power who, drugged by dollar power, run after Mr. Bush and big business. Their offer is aggressively expensive. Their supplies constitute a big-power gamble. The technology they offer is unfamiliar.
Why is the U.S. itself not building nuclear plants? Every patriot in Parliament must examine the relative implications of swaraj and exotic nuclear raj from the angle of Indian autonomy and alternative energy sources. Why are we boneless satellites? Why is there such indecent haste? What is behind this undignified speedy mendicancy and this mad seppuku instinct? The nuclear deal that Dr. Manmohan Singh is in a hurry to sign is a fatal testimony of subordination, what with the Hyde Act and other prints brought out as proof by Ashok Partharasathi (The Hindu, July 15, 2008).
Parliament has supreme power. Here is my appeal to India’s parliamentarians. Beware. The secret deal constitutes a game against India’s autonomy. It involves a dubious alibi and a hidden agenda. To seek to hitch Bharat’s wagon to the U.S. star at this phase of eclipse for Mr. Bush is but seppuku. The Prime Minister should tell the House the truth, the whole truth and nothing but the truth. Otherwise, any confidence vote that he may win will lose its value.

Maoists kill 20 policemen

Landmine blast in Malkangiri district of Orissa is the second major attack
BHUBANESWAR: Left-wing extremists struck again in Orissa’s Malkangiri district on Wednesday evening killing at least 20 policemen. They triggerred a powerful landmine blast.
Unofficial reports put the death toll at 24.
“Nearly 20 policemen have been killed in the attack,” Director-General of Police Gopal Chandra Nanda told The Hindu over the phone.
This was the second major Maoist strike in the district in less than 20 days. As many as 38 people were killed when a boat carrying Greyhound personnel from Andhra Pradesh was ambushed in the Chitrakonda reservoir on June 29.
The landmine blast occurred at 4 p.m. in the MV-126 area when an anti-landmine van carrying the police team was returning to the district headquarters town of Malkangiri. They had gone to MPV-41 village, where a contractor’s house was attacked by Maoists on Tuesday night.
According to sources, 29 policemen were in the party that visited MPV-41 village. While a majority of them were in the vehicle, the remaining were on motorcycles.
Soon after causing the blast, the Maoists, hiding in the nearby forest, fired at the policemen.
Chief Minister Naveen Patnaik condemned the Maoist attack and condoled the death of the policemen.
The government announced a compassionate grant of Rs.4 lakh and insurance cover of Rs.10 lakh each to the families of the victims.

CPI (Maoist) has hailed the cadres of People's Liberation of Guerrilla Army (PLGA) for successful 'Operation Chitrakonda' .

Bhubaneswar( Orissa): With the divers of Indian Navy working over time to locate the missing dead bodies of Greyhounds Jawans of Andhra Pradesh in Balimela Reservoir in Malkangiri district, the Central Military Commission of the outlawed CPI (Maoist) has hailed the cadres of People's Liberation of Guerrilla Army (PLGA) for successful 'Operation Chitrakonda' .

"We hailed the PLGA of the Andhra-Orissa border for Operation Chitrakonda across the Balimela reservoir under the South-Western Police range of Orissa on June 29," Commission chief Basavaraj and Central Committee spokesman Azad in a joint statement said on Sunday.

Describing the Greyhounds as a force that had unleashed a reign of terror in AP, the top Maoists leaders warned the Greyhounds that if they venture into the neighbouring Orissa and Chhattisgarh again to conduct "anti-Maoists operation ", they would meet the same fate as their colleagues near in Malkangiri district.

"Our PLGA forces will carry out joint counter-campaigns and deal effective blows to the security forces," the statement reads.

The outlawed outfit in their statement also turned down the offer of talks by AP Home Minister K Jana Reddy after the ambush of the Greyhounds.

The party made it cleared that it would not repeat its mistake of parleying with the Government. They said that they would not make any mistake of going in for talks with these double-dealers (Congressmen) .

They blamed Andhra Chief Minister Y S Rajaekhara Reddy and Home Minister Jana Reddy for the failure of the talks in 2004 and charged them with hypocrisy in saying that violence had no place in democracy.

Maoist movement entering mobile warfare phase

The Chitrakonda reservoir ambush by Maoists has taken their water warfare to a new level. The CPI (Maoist) in its ninth Congress last year decided to transform its guerrilla tactics into mobile warfare, with deeper penetration into urban areas..THE METICULOUS ambush of the Greyhounds, the famed anti-Naxalite force of Andhra Pradesh, by the People's Liberation Army (PLA) of the CPI-Maoist on June 29 in the Balimela reservoir of the Malkangiri districts indicates the continuity of mobile warfare phase in Orissa. The latest event took place on the fourth day of the Maoist declared `anti-repression week' from June 26 to July 2. Around 36 Greyhound personnel were feared killed in the attack.
The target and message of the attack was clear. The Central government and the home ministry have been suggesting other Naxalite-affected states follow the Andhra Pradesh model of anti-Naxalite operation. It is believed that the Greyhound played a major role in making the Andhra model successful, primarily by flushing the armed cadre out of the Nalamala forests, Telangana and Palnad region. As a result of which, many senior Maoist leaders have been camping in Malkangiri district of Orissa, bordering Andhra Pradesh.
The Greyhound model or military approach to resolve the conflict was also replicated in other states in different names, which emerged as major obstacles for the rebels to improve the movement to a decisive level. They were, in fact, looking for an opportunity to demoralise the Greyhound by carrying out a major attack and sending a clear cut message to the Indian government that military approach cannot resolve the vexed conflict. Therefore, the combing operation in Janbai area, which has been virtually declared `liberated zone' by the CPI-Maoist, gave an opportunity to take a lethal strike on security apparatus.
The Chitrakonda reservoir attack of Maoists took their water warfare to a new level in Orissa. The waterway near Alampakka, where the Maoists ambushed the Greyhounds was barely 75 metres wide allowing radicals to target their vessels with precision. The reservoir is 85 feet deep at that point and police sources ruled out use of rocket launchers in the attack. The ambush point is towards east of the reservoir and has two constrictions in close proximity.
A retired inspector general of Orissa Police says, "the Greyhound and the police force did not take adequate security precaution while travelling. While it is advised to use minimum movement in water, this unit undertook at least an hour's ride. Moreover, they did not have a pilot vessel. In this high red alert area how they travelled i this format and in what circumstances the commandant allowed them to cross the river? Overcrowding also made them easy victims since it led to capsize of the boat and they had a chance to retaliate".
Police officer Debaraj Pati told the citizen journalist, "it is a complete failure of intelligence because was a calculated strategy by the Maoists. The state police are not ready to modernise the state special branch intelligent wing. Capable and efficient officers are not available in the special branch. The state home department does not focus here. Every Naxal attack takes place because of intelligence failure.
"The elite Greyhound unit may be trained in jungle warfare to take on the rebels. But, are they trained to fight when ambushed in water? The Greyhounds personnel were never imparted training in water survival. It is not part of their regular training. Occasionally, a few batches were asked to undertake swimming drills. The swimming pool at the Greyhounds headquarters in Premavathipet, which is under construction, is meant for imparting training in water war to the Greyhounds personnel. And in Orissa the state government has made compound wall in the training centre. With this incident, it is proved that without water survival tactics Greyhound training is incomplete."
The director general of Orissa Police, Gopal Nanda speaks to the citizen journalist, "no, this is not intelligence failure, please don't blame the police in this time. A second boat was supposed to go along with the first on but for some reasons, it did not. The absence of the second worked to the advantage of the Maoists who hit with a vengeance."
One senior police officer Mahadev Mishra spoke, "the Greyhounds personnel and their commanding officers lack common sense . They became virtually sitting ducks with 65 of them travelling in the same motor launch to cross the deep river while the Maoists' movement and activities are regular in these cut-off areas. The motor launch became an easy target and the perpetrators reportedly used a rocket launcher first before opening fire with their other weapons."
Undoubtedly, the incident reflects strong support base of the CPI-Maoist vis-a-vis poor intelligence of Orissa Police in Malkangiri district. The state police has consistently failed to collect intelligence in southern Orissa due to complete lack of police-public relationship. People, largely, have lost faith over state mechanism due to factors such as absence of civil administration in remote areas, collapse of justice system, exploitations of tribal by contractors and rich people and failure of police to provide minimum security to civil populace.
In the last three months, Maoists have killed more than 10 persons by branding them as police informers in Malkangiri district. Local people have been facing problems due to frequent strikes called by the CPI-Maoist. They have been virtually running parallel government by creating political vacuum either killing village headmen or driving out influential persons from the villages. In fact, their domination was visible when the Naxalites called four day strike in Malkangiri on 22 May in response to the killing of two of their cadres earlier that month.
Maoist's attack preparation within a short period indicates their area domination, and military capability. The Greyhound troops entered into that area three days back, even though the Maoists did know about their moves. They also knew about their return route as the Greyhound troops earlier requested for a mechanised boat from the irrigation department to cross the reservoir.
The CPI-Maoist took a decision at the ninth Congress in January 2007 to develop the movement from present guerilla warfare to mobile warfare and urban warfare as central policy. In fact, a recently circulated CPI-Maoist pamphlet on the Nayagarh attack, named `Operation Ropeway', said the Nayagarh attack was first incident in India, where central policy was executed. Interestingly, as part of mobile warfare tactics, the CPI-Maoist Orissa state committee adopted that the outfit will stop major attacks like Nayargargh. `Ambush attack' on police will replace `planned guerilla' attack. The attack will continue almost everyday. The SF will be engaged by Maoists either killing someone or attacks on both private or government property.
However, theoretically, bigger or company level formations are another feature of the mobile warfare. Mobile warfare also needs high quality technique and sophisticated weapons. Although, the Orissa Maoists have acquired sophisticated arms from the Nayagarh attack, they are yet to reach that stage (bigger formation), which is very essential for mobile warfare. The company level formation is delayed due to shortage of dedicated armed cadres in Orissa.
It is learnt that the central committee has deputed around two hundred Maoist cadres from Chhattisgarh and Andhra Pradesh to Orissa for organisation building in Malkangiri, Koraput, Kalahandi, and Nawarangpur. They have been trying to set up a corridor from Kalahandi-Nuapada and Bastar. Most importantly, it is believed that the Balimela attack was carried out by Malkangiri division, which functions under the Andhra Pradesh-Orissa Border (AOB) special zone committee, with support of Orissa State committee and popular squad.
Therefore, the phenomenon reflects an occasional mobile warfare or initial phase of mobile warfare in Orissa.

Red menace: Maoist growth a calculated strategy

NEW DELHI: The Prime Minister has called them a deadly virus, the biggest threat to the idea of India. And some experts believe that their firepower and influence is growing by the day. Though some former security officials have claimed that the heavily-armed rebels are not as strong as they are believed to be, no one can deny the Maoists' ability to give a strong jolt to the government every now and then. With more than 500 people falling to their guns every year, the Maoists — who have been active in the tribal belts of the country — are spreading their tentacles across the country in a calculated manner. The prime minister's appeal to the states to pool in their resources and crush the leftist rebellion have not really yielded any results so far. The state police forces are ill-equipped, poorly-trained and lack motivation to take on the highly organised insurgents. And the Union home ministry's plan to tackle this problem by helping the states raise 35 India Reserve Battalions (IRB) to crush the rebels is still at a nascent stage. But what is really worrying the government is the speed at which the Maoists have been growing. No longer limited to the dense jungles in the heart of India, the rebels have moved their operations to even states like UP and Goa. And they are following a well-planned strategy. Instead of carrying out a recruitment drive, Maoist leaders wander through the remotest villages, talking to people. In areas where the government has hardly any presence, the Maoists help the villagers in constructing irrigation canals. They also educate the villagers against the problems faced by them. This makes an impact. And, through this process, they become a part of the village. Once inside a village, the Maoists offer instance justice for internal problems like theft, cheating, vandalism, and land disputes in the area, drawing villagers closer to them. It is at this stage that the villagers develop a trust in them and are ready to protect the Maoists from the police. Then some boys join the red army. With vast areas of the country, particularly the tribal belts of Orissa, Chhattisgarh and Jharkhand, trapped in poverty and neglected by the government, most of the times it's not a problem for the rebels to walk into a village, raise a few slogans and pick up some young boys who are ready to fire a gun for a cause.

39 Greyhound personnel missing after Naxals fire on launch

Malkangiri (Orissa), June 29 (PTI) Thirty-nine personnel of the elite anti-naxal force belonging to Andhra Pradesh and Orissa were feared drowned today when a launch carrying them was fired on by Maoists from a hilltop in Malkangiri district today.Orissa DGP Gopal Nanda told PTI that the boat came under Maoist fire near Alampetta village when the Greyhound force was sailing in a launch to Chirakonda across the Balimela reservoir on the border with Andhra Pradesh for a joint operation against the ultras.While 25 personnel, including a launch helper, could swim ashore, the whereabouts of 39 others were not known even as a massive search operation was mounted in the reservoir, Nanda said.Among the 64, there were two Orissa police constables and two -- the launch driver and helper -- were from the Irrigation department, Malkangiri SP S K Gajbhiye said.He said there was was an exchange of fire between the ultras and the security personnel for some time, with the rebels targetting the launch driver.According to DIG (Operation) Arun Sarangi, 25 officers swam to the shore of whom 10 were airlifted to Visakhapatnam for treatment."Most of the 25 persons who returned swam to safety sustained bullet injuries," he said adding some others could have swum towards the Andhra Pradesh side adjacent to Orissa.The Andhra Pradesh government has sent another helicopter for search operations being conducted by local divers, the fire brigade and the police. Indian Communists in Solidarity with Nepal People

Press-ReportIn a significant move, about a dozen and half parties and organisations of Indian revolutionaries, upholding Marxism-Leninism or Marxism-Leninism- Maoism/Mao Thought shared the same platform publicly on June 23, 2008 for the first time in the history of Indian revolutionary movement, unanimously conveying greetings to CPN Maoist for its victory in recently held Constituent Assembly Election even as resolutely supporting the present political line – Constituent Assembly Election and Federal Democratic Republic- pursued by CPN (Maoist). On this occasion, Chairman of the CPN (Maoist) com. Prachand had sent a felicitation letter wishing grand success of the programme jointly organized by Solidarity Initiative for the Revolutionary Struggle in Nepal at University Institute Hall in Kolkata, the capital of West Bengal, where the spark of legendry Naxalite movement was ignited in 1970s. The felicitation letter states, "certainly, the Constituent Assembly Election has now laid a foundation of Federal Democratic Republic of Nepal and monarchy, the feudal institution, has been demolished but the Nepalese people's struggle against feudalism and imperialism is by not means over. Therefore the days ahead are more challenging.". Acknowledging the importance of proletarian solidarity at international level the letter further says, "in the present situation of augmenting imperialist offensive, mainly the U.S. we hold that the success of the proletarian revolution in a certain country has been dependent, more than before, on whether or not the proletariat class can develop internationally a strong revolutionary movement to fight imperialism." Com. Prachanda in his message also added that the present political change in Nepal was not possible had there been no strong solidarity of revolutionary, left and democratic forces and individuals the world over, in general and in India, in particular.Delivering the keynote address in the meeting after reading out the felicitation letter of Chairman on behalf of the party before the large gathering of participants who reached to the venue from every corner of West Bengal , party representative and Provincial Committee Member, com. Laxman Pant said that the victory scored by Communist Party of Nepal (Maoist) is also the victory of international proletariat . He further added that this is the victory of Marxism-Leninism- Maoism, the indomitable ideology of the proletariat as well as the defeat of Khrushchevite revisionism and parliamentary- ism. It may be noted that West Bengal has been the stronghold and epicenter of revisionism in India where parliamentary communists are ruling the province over three decades. He urged all the forces that before making any opinion on Nepalese revolution they must make an overall objective assessment of present world situation adding that contrary to the favourable objective situation in the period of Bolsevik and Chinese revolutions when there was sharp inter-imperialist rivalry and world war, making imperialism and revisionism weaker, the subjective and objective situation is entirely different and adverse in our times. He said although party has achieved vital political and tactical victories, nevertheless the final victory is still far and the class struggle is not over.He further called upon all the participating parties and organization not to establish any view about party's ideology, line, policies and programmes by going through the media reports and interviews given by the leaders in the media but by scrutinizing the party's official statements and documents. The list of other speakers who presented their views in the meeting included com. Santosh Rana General Secretary of PCC, CPIML and convenor of the organizing committee, Com. Somnath Chaterji, leader, SOC CPI ML, Com. Amrit Paira, leader Mazdoor Kishan Party com. The joint resolution adopted by fourteen parties states that "The people of Nepal have achieved significant victory in the long drawn struggle for abolition of monarchy and establishment of democracy and democratic republic under the leadership of Communist Party of Nepal (Maoist). This assembly express its solidarity with the Nepalese people and sends its revolutionary greetings for the victories achieved by them under the leadership of CPN (Maoist). At the same time this assembly is severely condemning U.S. imperialism and Indian expansionism and other reactionaries who are trying to interfere in the internal affairs of Nepal and is expressing its resolve in support of revolutionary struggle of Nepali people led by CPN (M). The resolution was tabled before the meeting by Com. Santosh Rana. The proceedings were conducted by Com. Pradip Banerji. On this occasion a momento was presented to the Chairman of CPN (M) by CPI ML Janshati which was received by com. Laxman Pant on behalf of the party.
